A sense of shock and surprise filled the hearts of Oakland Parkers last night and this morning when they heard that Wilton Manor’s Mayor Justin Flippen had died suddenly on his way to a commission meeting. At first it was thought that Mayor Flippen had suffered a massive heart attack.
